SIC 3199

Industry report:

This category covers establishments primarily engaged in manufacturing leather goods, not elsewhere classified, such as saddlery, harnesses, whips, embossed leather goods, leather desk sets, razor strops, and leather belting. Establishments primarily engaged in manufacturing gaskets and packing are classified in SIC 3053: Gaskets, Packing, and Sealing Devices. Establishments primarily engaged in manufacturing leather and sheep-lined clothing are classified in SIC 2386: Leather and Sheep-Lined Clothing.

The industry category of manufacturers of miscellaneous leather goods, with a total value of product shipments of $534.4 million in 2008, encompasses a broad array of unusual products with somewhat archaic uses. For example, a significant number of items classified relate to antiquated equestrian pursuits and the reliance on the horse as a primary form of transportation, as it was during the eighteenth and nineteenth centuries in the United States. For this reason, the miscellaneous leather goods industry can trace its roots back to the first skilled leather craftspeople who arrived on the North American continent with early European settlers, and even before that, back to near-prehistoric times when militia units roamed much of Eurasia on horseback. The demand for such items as saddles, feed bags, halters and harnesses, riding crops, helmets, and stirrups made from leather later declined with the advent of the industrial era.

More recently, the miscellaneous leather goods industry shifted to manufacturing products for use in factories and other mechanical establishments. Such items included textile machinery aprons, machinery belting, and sleeves and leggings for welders. Declines in the manufacturing segment of the economy led to another shift toward consumer products. This area, which dominated the industry in the 1990s and 2000s, is involved in manufacturing small leather novelty items, such as leather collars and harnesses for household dogs and cats. A large portion of earnings in this industry is derived from the manufacture and sale of leather desk accessories.

The value of industry shipments declined steadily from $628.5 million in 1998 to $425.6 million in 2001. The sluggish economic conditions in the United States that were exacerbated by the terrorist attacks of September 11, 2001, were partly to blame for this downward trend, as were the growing numbers of inexpensive imports. By 2005, however, shipments had risen again to nearly $589.3 million, and in 2006, the shipment value reached $600.1 million. However, shipments declined again to $561.4 million and $534.4 million in 2007 and 2008, respectively. During 2008, the U.S. economy sunk into a recession, which further stymied U.S. manufacturing as consumer discretionary spending declined.

According to Dun and Bradstreet, at the end of the 2000s, roughly 1,200 establishments operated in the industry. The majority of establishments were small; more than 86 percent of firms had fewer than 10 employees, and nearly 97 percent had fewer than 100 employees. The leading states in terms of number of establishments were California and Texas. The leaders in terms of shipment value were New York and California.

By number of firms, leather goods, not elsewhere classified, was the largest category (15.6 percent), followed closely by leather garments (15.1 percent) and saddles or parts (14.9 percent). By number of employees, the leading categories were leather holsters (12.5 percent), harness or harness parts (11.7 percent), and saddles or parts (10.6 percent). According to revenues generated, the leading category was leather garments (14.7); followed by saddles or parts (13.1 percent); and dog collars, leashes, and muzzles (10.6 percent).

Circle Y, of Yoakum, Texas, began manufacturing western saddles in 1960 and was the leading U.S. producer of western saddles in 2010. The company, which was family owned until 2000, produced showing, reining, trail riding, Arabian, team penning, cutting, roping, barrel racing, and ranch work saddles. It continued to operate from the small town of Yoakum, Texas.
