IN THE SPRING OF 1997, ANNA COOK JOHNSON, AN employee of Micro Craft Inc., a Quitman, Ga., manufacturer, obtained a restraining order against her estranged husband, Willie Charles Jackson. In early May 1997, Johnson told her supervisor her husband was getting out of jail and she was afraid he was going to find out where she worked and come after her. Even though it appeared that Jackson did not know where Johnson worked, she asked her supervisor to ensure the plant doors were locked, because if her husband got in, " ... we would all be in trouble."

On May 29, 1997, Jackson called Johnson to tell her he was coming to kill her. After Johnson called the sheriff's office, a deputy came to her house but told her there was nothing he could do. …
