TWO MONTHS AGO, MY EDITORIAL FOCUSED ON THE PENTAGON'S DOLTISH decision to hire MCI, a.k.a. WorldCom Inc. to build a small wireless-phone network in Iraq. Despite an $11 billion accounting fraud that plummeted the company into bankruptcy and caused thousands of employees to lose their jobs as well as their retirement funds, the General Services Administration (GSA) made a conscious decision to continue business as usual with it.

However, in a recent news release, the GSA stated that after investigating the situation, it concluded that MCI Communications Inc. lacks necessary internal controls and ethics to compete for new government contracts and will, therefore, be suspended from participating in future quotes. …
