SCHILBERG INTEGRATED METALS Corp. is a Connecticut company that specializes in scrap-copper processing and recovery of metal from insulated wire. In December 1981, Schilberg arranged with Phillip Cardinale for the treatment and disposal of waste that contained hazardous substances at a site in Pennsylvania, where Cardinale maintained an unauthorized scrap, wire, and metal-reclamation and waste-disposal facility. Under the arrangement, Schilberg sent its insulated wire to Cardinale's facility, where it was processed. The residual copper was returned to Schilberg. …
