Why won't we equip ourselves? (US investment in machine tools) (editorial)

Why won't we equip ourselves? The cost of Desert Storm will be measured first and foremost in terms of the lives of American and Allied airmen, soldiers, and sailors. That's as it should be.

But, let's not kid ourselves, there's a tremendous cost, too, in terms of dollars, one that can only start to be counted in the coming weeks. And money that America spends not only in liberating a trampled Kuwait but also in preserving the free flow of oil, to Japan and Europe primarily, is money that it can't use to invest in itself.
