A consortium of nine U.S. energy companies recently announced that they will file this fall for licenses to build a pair of nuclear power plants--America's first in more than two decades.

The new facilities will be of a radically simpler, and extremely safe, design. Because they will use gravity and other natural forces for cooling, they will require 50 percent fewer valves, 83 percent less piping, 35 percent fewer pumps, and a building only half the size of the previous generation of plants. …
