City Council Weighs Controversial Bill

Albuquerque councilors will consider a controversial proposal today to create a 14-member citizens' committee to study the city's industrial revenue bond program.

The bill drew fire from city officials and business leaders who said the diverse members of the committee would hamper the effectiveness of the study.

Councilor Greg Payne, the bill's sponsor, said he believes the task force would help reconcile some of the differences between critics and supporters of industrial revenue bonds, which offer tax benefits to corporations to help pay for plant construction and expansions. …
