Rio Rancho is heading toward a population of 100,000 in the next two decades, but the city should try to have well-managed growth and stay a manageable size, a Phoenix consultant said.

"Maybe 100,000 population shouldn't be rapidly exceeded. Rio Rancho should stay a well-managed size," said Rick Counts of CSC/Counts, a Phoenix firm which did a fiscal land-use analysis for the city's Vision 2020 planning process now going on.

"Fiscal land-use analysis helps tie together the driving forces of money, land and people," Counts said.

Counts made his comments at a joint meeting of the City Council and the Planning and Zoning Commission at City Hall on Wednesday. …
