So, a predatory telephone company under fire for making excess profits while providing lousy service is bought out by a predatory dot-com/long distance upstart and all of a sudden the staff of the New Mexico Public Regulation Commission is rushing to make a deal? One that bargains away proposed rate cuts and instead promises rate hikes?

Qwest, which absorbed the Baby Bell US West, has struck a deal with the staff of the PRC. In it, Qwest promises to spend $788 million over the next five years upgrading facilities in New Mexico. It says it will clear up the unfilled service order backlog within 18 months, upgrade digital switching equipment and make upgrades to facilitate offering high-speed digital subscriber lines in Taos, Alamogordo, some sections of Farmington, Gallup and Roswell. …
