Ballot Measure Ends the Practice

Sandoval County Sheriff Ray Rivera is backing a constitutional amendment on the November ballot that would end term limits for county elected officials including himself.

But another county official says term limits are a good idea even if it means she's out of a job after serving two terms.

Rivera, elected to his first four-year term in 1994, will not be allowed to run again under the current term limit rules when his second term expires in 2002.

Rivera said in a phone interview Friday that limiting tenure prevents the sheriff's department from establishing continuity with its services, which affects the office's professionalism. …
