It's deja vu all over again at the jail.

Overcrowded conditions with prisoners sleeping on the floor of the Downtown jail isn't this where U.S. District Judge Martha Vazquez came in? That was five years ago and after years of chronic crowding crises and years of inaction to resolve the problem.

A suit filed by inmates in 1995 led to the caps on the inmate population ordered by the federal court that summer and finally spurred action the following year by the Bernalillo County Commission.

The commission, wary of risking voter disapproval of general obligation bonds again, instead authorized gross receipts tax bonds. That ties up a substantial source of what traditionally had been operating funds until the capital expense of construction is paid back. …
