Bernalillo County is trying to hinder East Mountains incorporation efforts by requiring proponents to pay for a census, incorporation advocates said this week.

"We believe that the county's only reason for imposing a paid census is to impede and possibly stop the incorporation process," Kathy McCoy wrote in a news release issued Monday.

McCoy is vice president of the East Mountain Legal Defense Fund, a community organization leading an effort to hold a special election to vote on the incorporation of 2,360 acres along north N.M. 14 and Frost Road.
