Calif. Power Bills Prompt Delay Plea

SANTA FE New Mexico should delay opening its electric market in 2002 or consumers may face price jolts like those that shook San Diego this summer, utility experts, consumer advocates and others told state regulators Tuesday.

Curiously, many calling for the delay were the same people who over six years of sporadic hearings had been arguing for competition, said House Minority Leader Ted Hobbs, R-Albuquerque.

The Public Regulation Commission, he said, has the power to fine-tune regulations under which Public Service Company of New Mexico and other utilities would operate without legislative action. …
