New Water Use Rules Will Protect Resource.(Editorial Page)


State Engineer Tom Turney tightened the controls on water use in the Rio Grande Valley from Cochiti to the northeast corner of Socorro County. The new rules set more stringent requirements for new users of water but the major effect will be stronger protection for the rights of existing users of water.

The new guidelines "represent a major change in policy, in how we're doing business," Turney said. "... What we're trying to do is provide a stable future for the middle Rio Grande."

One big change will be to require applicants for well permits to acquire water rights up front to cover the future effects of their water use on the surface water. …
