Fatal Blast Prompts Call for Regulations

SANTA FE A 50-year-old natural gas pipeline that exploded and caught fire near Carlsbad last month, killing 12 people, never had been pressure tested for leaks or other structure damage, an official with the National Transportation Safety Board said Monday.

Pipeline owners are not required to do periodic testing after pipelines are installed, Bob Chipkevich, director of the board's Office of Pipeline and Hazardous Materials Safety, told the state Legislature's interim Radioactive and Hazardous Materials Committee.
