The six-year Whitewater investigation ended in more of a trickle than a torrent. But, neither critics nor defenders of the first family can take great comfort in its conclusion.

The most costly independent counsel probe in history ended with the current incumbent, Robert Ray, declaring that evidence was insufficient to show criminal wrongdoing.

"This office determined that the evidence was insufficient to prove to a jury beyond a reasonable doubt that either President or Mrs. Clinton knowingly participated in any criminal conduct," said Ray. It was far short of a finding that the Clintons committed no criminal act.

The $52 million effort was not without results. …
