Memo May Show Manager Knew of Landscaping Limits.

An unsigned memo apparently from Santa Fe City Manager Frank DiLuzio to administration officials indicates he might have realized that City Council permission was needed to seed two new municipal rugby fields.

The Aug. 31 memo notes the landscaping bans placed on city residents and states a council waiver would be needed for seeding the Municipal Recreation Complex near the N.M. 599 bypass.

City staffers have said DiLuzio gave the seeding go-ahead. City Hall administrators say they aren't breaking city prohibitions on new landscaping.

Stage III water restrictions, now in effect, prohibit further landscaping unless it's irrigated with gray water, simple waste water. …
