World's Fate Depends On Its Child Care.(Editorial Page)


In its State of the World's Children Report for 2001, UNICEF calls upon nations to focus on a group that rarely gets much governmental attention: children under the age of 3. It is a call world governments have a moral responsibility to heed.

Investing early in children's health, education and nutrition brings a host of returns to nations, the report points out, benefits like: subsequent savings on health and other social services; reductions in economic and social disparities between groups (reducing strife to some degree) and a better competitive standing in the global economy, simply through the improvement of human potential.

While it is never too late for children to improve, they may never reach that potential if they've been deprived of the basics in their first three years. …
