Water Needs To Draw on Capital Improvements Funds.

Last year the fight was between parks and roads. The next fight could be between water and everything else.

Santa Fe city lawmakers in the coming months are expected to begin debating how to spend the 2001 capital improvement bond issue, an anticipated $18 million received every other year to build new projects. Two-thirds of the 1999 bond was dedicated to roads, despite protests from soccer parents who wanted new fields for their children.

Roads won out then, and parks are, so far, expected to receive the short end of city spending again.

"All the councilors want to do what they can for their districts," Councilor Jimmie Martinez said in a recent interview about last year's battle, which spanned several council meetings. …
