Profit Directs City Condemnation Power.(Editorial Page)


There is something distasteful about a for-profit developer wrapping itself in the mantle of the city's power of eminent domain to wrest private property away from another developer. But, that is what is happening Downtown.

The city filed condemnation proceedings against a parcel owned by Don Hyder, so the city could convey it to Historic District Improvement Co., the for-profit entity overseeing redevelopment of the entertainment district parcel Downtown.

"It's been in their family forever. It's been a parking lot forever. Give me a break," said George R. "Pat" Bryan, a member of the Downtown Action Team board. DAT is a quasi-governmental entity that is working to revitalize Downtown, and that holds a small equity position in HDIC though it has voted to divest that interest. …
