Plan for East Mountains Development Rejected.(Metropolitan)

Citing water, density and transportation as the decisive issues, the Bernalillo County Planning Commission denied Campbell Farming Corp.'s proposed master plan in a 4-1 vote on Dec. 14.

Campbell Farming submitted a proposal in May to build 4,023 homes on 8,046 acres of its East Mountains property, which borders the Paa-Ko subdivision east and west of N.M. 14.

Many East Mountains residents opposed the development because of its large scale and because they feared there was not enough water to sustain it.

Planning Commissioner Marion Cottrell cast the dissenting vote at last week's hearing, saying that requiring Campbell Farming to secure water rights for the entire master plan area would encourage piecemeal development. …
