City's San Juan-Chama Water Is Off Limits for Minnows.(Editorial Page)(Column)

He couldn't be more direct. He couldn't be more concise. The man in charge of city water development is adamant that not one drop of Albuquerque's San Juan-Chama Project water will be diverted to species habitat needs in the Rio Grande. Not now, not in the future.

Water Resource Manager John Stomp says the battleground for endangered species issues in the Rio Grande must be limited to Rio Grande water, not Colorado River water imported into the Rio Grande system under the Continental Divide. The San Juan-Chama project paid its endangered species issue dues in its home stream system, the Colorado River system, Stomp said. It can't be assessed again in New Mexico.

"We are moving forward with this plan because we own the water," said Stomp of Albuquerque's project to divert water from the Rio Grande to the city water system. …
