The South Valley will remain eligible for federal flood control money under a bill President Clinton signed Monday.

The Water Redevelopment Act of 2000 contained a measure, written by Sen. Jeff Bingaman, D-N.M., allowing the Army Corps of Engineers to waive its normal standards for flood severity.

Under current regulation, the South Valley would not qualify for federal flood funding because floodwater in the valley tends to collect in pools, as opposed to flowing at least 1,800 cubic feet per second as required under the law. …
