It's difficult not to find some sympathy for the view of Senate President Pro Tem Manny Aragon, D-Albuquerque, that the Human Services Department is "falling apart" and "needs new leadership." Such bone-head blunders as the misplacing of some $23 million in federal funding intended to help poor families give Aragon's view credence.

It's difficult not to find some sympathy for the response of Lou Gallegos, Gov. Gary Johnson's chief of staff, who said Aragon has made life so miserable for Human Services secretaries that they don't stay on.

The current "secretary" of Human Services is Gallegos. The de-facto secretary is Deputy Secretary Robin Dozier Otten, whose nomination as secretary was rejected by the Senate last January. …
