Marshal: Chubbuck Restraint Missing.(Metropolitan)

Since Dec. 21, when convicted bank robber Byron Shane Chubbuck escaped from federal custody, authorities have been reviewing how he got away.

The acting U.S. marshal for New Mexico, Tom Bustamante, said Thursday that when Chubbuck escaped from a van in which he was being transported, he was not wearing a crucial restraining device used for high-risk prisoners.

Normally, high-risk federal prisoners should have a "black or blue box," a box-like device that fits over handcuffs and is padlocked in place so that inmates can't get at the cuffs with a key. Keys to most handcuffs used by law enforcement generally are universal. …
