Bill Would Revoke Unused State Loan to Torrance County.

Torrance County officials have been talking about building a new courthouse for at least 10 years. According to the state, the county asked the New Mexico Finance Authority for a loan to build the judicial complex last year. The loan was approved, but the county didn't get the money.

"We probably didn't have the means to pay back the loan at the time," said Babette Berkshire, the county manager.

So the loan languished in the records of the finance authority. And because the authority had dedicated funds for the loan to Torrance County, it couldn't give the money to other applicants.
