County Controls May Be Weakened

Planners are worried that a proposal to amend the state Subdivision Act would significantly weaken counties' ability to regulate development.

The bill introduced by Rep. James G. Taylor, D-Albuquerque, would expand exemptions for property owners and bar counties from ignoring exemptions selectively.

It would set uniform development standards and regulate divisions of single pieces of property into separate parcels. It also would stop developers from evading their responsibility to provide streets, sewers and other infrastructure.

The New Mexico chapter of the American Planning Association says Taylor's bill would gut the Subdivision Act. …
