* Law experts discuss federal claims to river for protection of endangered species

Water rights of farmers and others in the middle Rio Grande are safe from federal claims that the water is needed to protect endangered species, experts said at a law conference in Albuquerque on Thursday.

The question of whether water rights conflict with the Endangered Species Act was a central topic.

The federal act does not supersede the state's water rights system, which gives the oldest water users the highest priority, said Denver-based lawyer Bennett W. Raley, who is representing the state of New Mexico in a suit over the endangered Rio Grande silvery minnow. …
