Corrales Village Council today will consider two requests on how its meetings will be handled, one of which seeks to gag the mayor.

Councilor Walter Lucero is proposing to amend an ordinance governing how the council conducts its meetings. The amendment would prohibit Mayor Gary Kanin from discussing agenda items unless he agreed not to vote in case of a tie, the only time he currently is allowed to vote.

Lucero says he objects to the mayor participating in a discussion when he has a "biased opinion" on an issue, according to minutes of the council's Jan. 23 meeting.

Lucero said his problem is the mayor entering a debate and discussion of an issue that the mayor has an opinion on and then voting upon that issue, the minutes say. …
