LAS CRUCES The City Attorney's Office is proposing amending an ordinance to ban panhandlers from working favored spots on traffic medians and sidewalks.

But the solicitation ordinance amendment, scheduled for City Council discussion on Monday, has provoked opposition because it would also ban newspaper vendors from hawking papers on the same medians.

''It would be a complete ban on everyone soliciting on the medians, extending to rights of way and intersections, including sidewalks and street corners, depending on how far the council wants to go,'' said Assistant City Attorney Glenn Hall in explaining the proposal's impact. …
