Penal Colonies Need More Oversight.(Editorial Page)

For-profit lockups have been a growth industry in rural New Mexico for the past decade or so and the problems associated with them have likewise grown.

Democratic Rep. Rhonda S. King her district includes Torrance County, the site of a private prison with a history of at least five violent incidents since 1998 proposes more stringent state oversight of the industry.

The most recent incident, a Nov. 11 riot at the Corrections Corporation of America's prison, involved more than 30 inmates from the District of Columbia. Out-of-state prisoners have been a common ingredient in the facility's violence.

Accordingly, HB 274 focuses on lockups that import to New Mexico 10 or more inmates, excluding prisoners in federal custody. …
