Public Works Committee Delays Guard's Plans.

Opponents of New Mexico National Guard plans to expand its space at Santa Fe Municipal Airport won a small victory Monday.

Members of the Public Works Committee pushed the Guard's proposal, which could bring as many as 15 Black Hawk helicopters to their leased area at the airport, into the web of public hearings and subcommittee meetings. The proposal will likely stall any final City Council consideration until after March 31, the Guard's deadline for getting its funding request into Congress for this fiscal year.

A memo released late Monday from the City Attorney's Office helped spawn the action. Public Works members revealed few details but said the National Guard proposal, which would expand its lease area by 17 acres, should come in the form of an ordinance. …
