New Mexico experienced life under an Interior secretary who was a former attorney general (and governor) of a neighboring state during the Clinton years, when Arizonan Bruce Babbitt served in the post. In the areas of Indian gambling, water rights, national forest management and endangered species matters, the interaction was not always pleasant.

New Mexico will again experience living under an Interior secretary who is a former attorney general of a neighboring state, as Coloradan Gale Norton won Senate approval Tuesday to serve in the post in the Bush administration.

Secretary Norton is the first woman to occupy the top post at Interior, perhaps an unlikely diversity milestone for a Republican administration. …
