* Planning expert offers options at public workshop

A land-use specialist under a $20,000 contract with Santa Fe County to develop a program for controlling growth through transferable development rights outlined options for planners, developers and residents in affected areas on Monday.

About 40 people attended the first of three public workshops that Rick Pruetz, the California-based owner of Planning and Implementing Strategies, said would be held before he proposes an ordinance to the County Commission.

Pruetz said more than 125 communities across the country use transferable development rights, or TDRs, to "channel development away from areas that communities want to save and toward areas that communities want to grow. …
