Phone service has one fee, no contract

Leap Wireless International Inc. of San Diego has chosen Albuquerque as its regional headquarters and national network operating center, where its phone systems will be monitored and maintained.

The headquarters employs 110, and at least 70 more will be hired soon.

Leap is bringing its wireless revolution here in February, offering a no-contract, monthly $29.99 "all-you-can-talk" phone service.

"It's a very comfortable, simple way for people to join the wireless revolution," said chairman and CEO Harvey P. White, a titan in the wireless industry who co-founded Qualcomm Inc. before spinning off Leap. "All the other carriers generally have a plethora of rate plans and choices. It's complex for people who just want the ability to talk on the phone anywhere they work, live and play, as often as they want to. …
