Groups Say Bosque Building Promoted

The Federal Emergency Management Agency's administration of a flood insurance program is promoting development along the bosque and harming endangered wildlife, according to a lawsuit.

Forest Guardians of Santa Fe, the Sierra Club and the Southwest Environmental Center of Las Cruces are suing FEMA in federal court. They say it would be better to preserve flood plains as open space than to allow development there.

"The long-term goal here is to require FEMA and all of the entities that benefit from participating in the National Flood Insurance Program to take a step back and consider how best to protect flood plains," John Horning of Forest Guardians said Monday. …
