Amid the flurry of final actions President Clinton has taken in recent days is a move that makes it easier for parents to enroll children in a health insurance program designed for families with too much income to qualify for Medicaid, but too little to afford private care.

That's good news for the nation's children. What's even better news, however, is that New Mexico appears to be ahead of much of the nation in enrolling eligible children and clearly in sight of reaching nearly all those who qualify.

The federal government has eased Medicaid rules to allow enrollment in the federal-state Children's Health Insurance Program (CHIP) through child care centers, school nurse's offices and other convenient places. …
