Santa Fe Should Follow Arizona's Lead on Medicaid.(Editorial Page)(Column)

If you ask the people, they will tell you that everybody should be entitled to health care and on terms to suit the people, not the health-care industry. That is the lesson to be learned from our neighbor to the west, Arizona.

Arizona Gov. Jane Hull was successful last week in getting a new federal Medicaid waiver. It will provide the full federal funding needed to implement a program mandated in her state by voters: Medicaid coverage for everyone at or below the poverty level.

What a wonderful, caring concept. Medicaid in Arizona, like it is in New Mexico, has been a program for children, for adults on welfare, for the disabled and for certain other special classes of recipients. For the able-bodied poor not on welfare, it is not available except to the most dirt-poor. …
