Qwest Communications International Inc. has agreed to provide $6 million in credits or refunds to 70,000 New Mexico customers who suffered delays in getting phone lines.

The settlement was the outcome of a class-action lawsuit originally filed against US West before its merger with Qwest in July.

"Qwest settled the lawsuit to avoid the expense and distraction that comes with litigation," said Matt Barkett, Qwest corporate spokesman in Denver.

Qwest recently settled a spate of similar cases in Arizona, Utah, Oregon, Colorado and Minnesota, involving payouts totaling $77. …
