* Emmanuel Keels wanted to pay penalties; instead, taxpayers paid to keep him in jail

With the exception of federal inmates, county taxpayers pay the costs of housing all inmates in county jails.

Those costs range from $29 a day on up. The Bernalillo County Detention Center estimates an individual inmate costs $65 a day.

The statewide average is $58 a day, less than the average state prison inmate at $68 a day.

Bernalillo County taxpayers got stuck paying the tab for Emmanuel Keels.

The 45-year-old Keels said he has a long history of drug and alcohol abuse that has landed him in county jail from time to time. …
