Bernalillo County Manager Juan Vigil claims the new jail, designed to expedite the booking procedure, will cut half an hour off the time it takes an officer to process an arrest. That would be good news if the time savings weren't eaten up by the logistics: The jail, under construction out by Albuquerque's dump, is 16 miles west of the Downtown lockup where officers currently do bookings.

For many if not most arrests, the drive up Nine-Mile Hill and back again will result in a net increase in booking time and a decrease in time on the beat.

Vigil's comments come on one side of a debate about relying solely upon a booking facility at the remote jail site. …
