The October terrorist attack on the USS Cole in a Yemeni harbor seemed absurdly easy. The attack occurred when the $1 billion destroyer put in to refuel. A small craft came alongside, and its cargo of explosives detonated, tearing a 40-by-40-foot hole through the hull and killing 17 sailors.

Zealots eager to die for their cause like those who were manning the floating equivalent of a car-bomb are difficult to deter. Warships in port make very large and satisfying targets. Embassies do, too. Such U.S. flag-flying targets are scattered around the globe, spreading security thin while anti-U.S. sentiment grows deeper, particularly in the Muslim world.
