University of California Is Willing To Pay Fines.

The days of phantom fines might be over.

The University of California, which manages nuclear weapons labs at Los Alamos and Lawrence Livermore in California, has never paid any real fines when it breaks the law at the labs.

That's because the university is a nonprofit, government agency, said UC spokesman Jeff Garberson, and according to federal nuclear safety law, is exempt from any fines.

But those laws, called the Price Anderson Amendment Acts, are up for renewal this year. And this year, Garberson said, the university has volunteered to pay any fines it may incur in the future. …
