Water Project Rate Hike Is Critically Necessary.(Editorial Page)


In Albuquerque city government, the plan to start using the city's San Juan-Chama Diversion Project water in the city water system stands shoulder to shoulder with motherhood and apple pie as an issue to be championed. But, Mayor Jim Baca didn't include the obligatory San Juan-Chama Project utilization rate increase in his enterprise department budget for next year.

Some background: The San Juan-Chama Diversion Project, built in the 1960s, was perhaps the only time that "new" water was created for use in the Rio Grande Valley. Part of New Mexico's share of water bound for the Colorado River is diverted beneath the mountains to the Rio Grande. Albuquerque signed up to buy some. …
