Construction Possible Despite Expected Veto

SANTA FE Gov. Gary Johnson on Wednesday said he still plans to veto a bill to pay for about $269 million in public works projects but he said he also believes the state could use the money to pay for public-school construction.

After taping a television interview on drug-policy reform, the Republican governor said he thinks a law allows the state to take the money that would have been spent on public works projects to issue bonds for school construction.

However, Tom Clifford, deputy secretary of the Department of Finance and Administration, said if Johnson vetoes the bill, the Board of Finance only could issue bonds for the portion to be funded by severance tax bonds, which is approximately $102 million. …
