New Mexico and its gambling Indian tribes at least all but two of them have reached agreement on a new form of gambling compact. Required by federal law, the compacts set out terms and conditions for Indian gambling and, in the New Mexico version, the revenue sharing the tribes are to pay the state for the limited exclusivity granted their casinos.

All the gambling tribes are noncompliant with the 1997 compacts they signed, in which they agreed to pay the state 16 percent of their slot machine win. The new compact cuts that in half lower for the small casinos and seeks to strike a bargain that both sovereigns will not only sign, but live up to.

Events combined to persuade the tribes a new compact was needed. …
