* Population boom has strained basic services, altered character of some communities

The first figures of the 2000 census show that Torrance County has grown in population by more than 64 percent since 1990.

But that figure doesn't surprise many people.

According to numbers released by the U.S. Census Bureau last week, Torrance County's population grew by 6,626 since 1990. The 2000 census sets the county's population at 16,911.

County Manager Babette Stepp said Friday the county has seen an influx of housing developments in the past decade, so the population figure didn't come as a shock. …
