A lowering sun slants light on the cottonwoods and plum blossoms. It's late afternoon in the South Valley collection of neighborhoods called Mountain View, and even the dust on the roads looks golden.

Mary Ann Reynolds suddenly hits the brakes of her Jeep Cherokee and lowers the windows. "Can you smell it?"

The assault eats fresh air whole. It's the foul breath of the city's Southside Water Reclamation Plant, where about 55 million gallons of sewage are processed a day.

This onslaught, on this evening, Reynolds says, is not that bad. And they don't come every day as they used to.
