WASHINGTON No one said it would be easy to reach a budget agreement in a 50-50 Senate. Just ask Sen. Pete Domenici, R-N.M.

The Senate Budget Committee chairman upset Democrats this week when he announced he would bypass the divided committee and bring his budget resolution straight to the Senate floor.

Domenici, who plans to introduce a $1.9 trillion federal budget proposal on Monday, said Democrats on the budget committee made it clear they would not accept his resolution because it provides for President Bush's controversial $1.6 trillion tax cut.

He said it might be easier to forge a compromise on the Senate floor. …
