Internal Study Notes Child-Labor Concern

Santa Fe's city garbage division may have broken federal tax and child-labor laws in hiring three young people to work in a trash bag distribution program, according to an internal audit released Monday.

The audit also said the Solid Waste Division allows employees to leave work early despite receiving full-day wages and that workers aren't signing time cards. Also, the city Personnel Department isn't keeping accurate records of required Solid Waste employee paperwork, including verification of commercial driver's licenses.

"The fact that our own employees can't fill out their own time sheets really worries me," said Councilor Carol Robertson Lopez, chairwoman of the city Finance Committee. …
